About the California PAGA Task Force

The California PAGA Task Force was established in 2026 at the request of NECA District 9 Vice President Fred Neubauer, under the direction of Western Region Executive Director Nicole Hite, in response to concerns raised by California NECA members and chapters. Facilitated by NECA Western Region Field Representative Sam Dugan, the Task Force brings together contractors and NECA representatives to develop practical resources and coordinate a statewide response to the challenges posed by PAGA. Its work includes contractor education, collaboration with legal professionals, and the exchange of PAGA exemption language, bargaining strategies, and lessons learned across chapters and collective bargaining agreements. This guide, funded by the California Statewide Legal Fund, is one resource developed through that effort. ​
